Regulatory Standards Bill Submission

We strongly challenge the underlying principle of this proposed bill to utilise and champion neo-liberal ideology to promote individual property rights over the rights of communities, hapū & iwi.

We note that 88% of submissions during the initial consultation period in January 2025 opposed the bill. Nothing has been substantially adjusted in light of those submissions in the final proposed legislation that merits different consideration.

The final proposed bill remains flawed as it:

  1. undermines the foundation Te Tiriti o Waitangi provides, redefines the values of our nation and reframes our constitution processes, embedding neo-liberal values and priorities which have not been endorsed by democratic process,

  2. prioritises corporations and profits over the needs of our environment, risking the health of our soil and water, vital to healthy food systems

  3. prioritises corporations and profits over safety regulations both in terms of workplace safety and food safety

  4. In elevating equality before the law, without acknowledging the need for equity, it disregards collective wellbeing and the role of Government in ensuring collective good.

All of this makes it not fit for purpose and Kore Hiakai urge Government to dismiss the bill in its entirety.

Repeal of the Plain Language Act Submission

Kore Hiakai Zero Hunger Collective opposes the proposed repeal of the Plain Language Act. Repealing this legislation risks deepening existing inequalities by making government communication harder to understand — especially for those already facing barriers to access and inclusion. 

The existence of the Act is a statement of intent — that the government prioritises clarity, transparency, and the ability of every person to fully participate in society. Repealing the Act sends the opposite message: that accessibility is optional, not essential.
